Background:
Helios' exact origin and how he came to be is unknown to us, but we do know that for millennia, Helios has served as the High Priest of Elysion and the Golden Crystal.
Elysion is a beautiful kingdom inside of the Earth that serves as a sort of heart of the planet. During the silver millennium, Endymion and the Shittenou lived here, where the wind blows and rain can fall just as it does on the surface of Earth, along with Helios in the prayer room with his two priestesses called maenads. Helios and Elysion both are connected to the beautiful dreams of humans, which is what gives Elysion the power to protect Earth from within, much like a planetary immune system.
During the Silver Milennium, the loyalty of the Shittenou(Zoicite, Jadeite, Nephrite, and Kunzite) that served Endymion started to wane due to their suspicions of the Moon Kingdom, and so some of them began siding with Beryl(whom of which served Queen Metallia) and fought against the Moon Kingdom. Helios, meanwhile, loyally served only the Golden Crystal and Endymion, and remained within Elysion, protecting the planet from the powers of darkness through the beautiful dreams of members of the Golden Kingdom.
When Metallia attacked and drive the Moon Kingdom nearly to extinction, and Endymion was killed, it is unknown if Helios also died(as it is stated in the manga that Helios and Endymion are linked to one another through the Golden Crystal), but it can be inferred that he did not die, since he never showed any signs of memory loss, was never seen on the Earth's surface(like the Sailor Senshi), and was never mentioned by Metallia or the Shitennou. It's likely he remained within Elysion, protected by the prayer tower and the now sealed away Golden Crystal, wherein he could protect Earth from within until the Sailor Senshi returned.
During the Dream/Dead Moon Circus Arc, Elysion was besought by a lethal curse that infected the once brilliantly beautiful landscape with deadly black roses. As the roses spread, Princess Lady Serenity came to Helios in a vision during prayer, telling Helios to find the Young Maiden that could break the Golden Crystal's seal and save Elysion. He began his search, but weakened by this curse, Helios was soon captured by Queen Nehelenia and kept in a cage, cursed to the form of a white pegasus. He continued to search for the Young Maiden by diving into the beautiful dreams of humans, wherein he was drawn to the light of Chibiusa's dreams, and dove within to speak with her and ask for her help. Helios asked to borrow her power so that he could continue protecting Elysion, and remained hidden within her beautiful dreams. When later he was called upon, he gave Sailor Moon and Sailor Chibi Moon power from Elysion to permanently upgrade their transformations and weapons to help in their battle.
Helios, however, mistook Sailor Moon for the Young Maiden described to him by Princess Lady Serenity due to Sailor Moon and Sailor Chibi Moon having the same name and very similar titles at the time. When Sailor Chibi Moon fled, however, Helios followed and confronted her, reminding her of her own power and grace, and that Sailor Moon would have never been able to accomplish the things she did without Chibiusa. Sailor Moon, however, was still the young maiden he had been told about that would unlock the Golden Crystal and save Elysion.
For a while, Elysion could slow the spread of the curse and suppress it, and Helios could contain it within only himself, but it quickly worsened, and it had, by this point, spread to Mamoru as well. The four spirits of the Shittenou that remained with Mamoru couldn't do anything to help him, and it was by this time that Helios apparated before the Sailor Senshi to explain the curse, his mission, and the situation as a whole. As Sailor Moon succumbed to the same curse that afflicted Mamoru, the Sailor Senshi faced the Amazon Quartet, and fought desperately to protect the ailing Prince and Princess.
Knowing their powers were needed, Sailor Moon and Tuxedo Mask, the Princess and Prince, arrived on scene anyway to help the Sailor Senshi, but were attacked by Zirconia(Nehelenia's kindred spirit), and were turned into children on the brink of death. Helios, through his link to Mamoru, quickly apparated as pegasus and transported Mamoru and Usagi to Elysion, where what power remained within Elysion could purify them. They were still cursed as Elysion was, but no longer forced to be children again, and Mamoru was able to call upon the Golden Crystal when Nehelenia appeared. Quickly, Helios drew again on the powers of Elysion to send them back to Earth's surface before Nehelenia could attack, and his imprisoned body instead suffered Nehelenia's anger at their escape.
With all of the Sailor Senshi on the planet's surface, and the planet now covered in darkness and nightmares, such that the Sailor Senshi were incapable of defending theirselves, Helios used the last of his power and asked Elysion to purify the Earth's surface, and dispel the nightmares and darkness. Elysion could only stabilize the area around the Sailor Senshi to keep the climate within tolerable human parameters, and it wouldn't last for long, but it was enough. Helios sacrificed himself to give the Sailor Senshi a fighting chance.
When the Sailor Senshi followed the Dead Moon Circus to Elysion, Mamoru explained that Helios' power gave out, implying he died. Chibiusa argued that Helios can't possibly be dead because Mamoru and the Earth was still alive. The battle grew more intense in Elysion, and as Super Sailor Moon transformed into Eternal Sailor Moon, Mamoru also called on the power of his Golden Crystal, which released it from its seal, and gave Sailor Moon his power so that she could defeat Queen Nehelenia(it's also here that it's mentioned Mamoru is Prince of the Earth, protected by the Sun).
With Nehelenia's defeat, the ecplise passed. Elysion and Earth were restored and neither the planet nor Elysion were covered in nightmares and darkness. Helios' cage disappeared, and he was no longer cursed to be trapped in a pegasus' body. Likewise, the horn atop his head disappeared.
Chibiusa ran to Helios' side and begged for him to wake up, but to no avail, until she leaned in to kiss him. The power of Chibiusa's Pink Moon Crystal was what called to Helios and finally awakened him, and it was then that Helios realized that Chibiusa was not only Princess Lady Serenity, whom had approached him in a vision with his mission, but also the young maiden he was tasked with finding.
After the happy reunions, Helios was then presented with the Golden Crystal from Mamoru, and placed it upon a staff for him, coronating him as King Endymion. As their first act together, they cured Elysion of the curse that had turned it into a barren nightmare landscape. Helios then returned the Sailor Senshi to the surface of the planet, and as he left to return to Elysion, he promised Chibiusa that they would surely meet again.

Personality:
Helios is shown to be a character of loyalty, duty, sincerity, courage, and selflessness. He willingly gives any helpful information he might have at his disposal, and he shows a tendency to take many pieces of information into account when making decisions, making for a wonderful advisor. He is also quick to encourage others, tying into his duties as a priest, but he is only ever truthful in regards to what he says. He does not sugar-coat the truth, but neither is he bleak or pessimistic about it. His mannerisms and way of speaking seems to be quite formal, and he's most often seen as a stoic individual, but he's not immune to being a little flashy or playful when in high spirits. He is humble in front of Usagi and Mamoru, but between himself and Chibiusa, he is shown to be a little more informal and personal.
Since the time of the Golden Kingdom, Helios' loyalty has never swayed from the Golden Crystal, even though he and Mamoru never met in their past lives. He never questioned the intentions of the Silver Millennium because he stated to Sailor Moon that he knew the two both strove to serve the same purpose.
Helios also shows no hesitation in doing what must be done to protect the Kingdom. If that means risking punishment and torture to fulfill his mission and protect the Golden and Silver Crystals, then he will endure any pain, and utilize his resources to perform that task. He willingly let his soul flee from Nehelenia, despite knowing that she knew he was running, and that she was trying to drain his energy to force him out of hiding. He kindly asked permission to hide within Chibiusa's dreams to draw from her power, and risked his life to project his true form before the Sailor Senshi to explain the situation. He then risked his very life and used all of his power to save Endymion and Usagi from Queen Nehelenia, and to free the Golden Crystal from it's seal so that Mamoru could again rule Elysion and protect it until it had another High Priest.
When Chibiusa fled from heartbreak after thinking she was nothing special or capable of helping anyone, Helios confronted her, and showed her the reality of the situation being that her support was what gave Sailor Moon the courage, power, and ability to stand and fight as she does. When explaining the curse to Mamoru, he's calm and precise in how he explains their situation and the curse afflicting them, but he pulls no punches, and does not hide from them that this curse is lethal, even if Elysion were to be saved. Even in the face of that knowledge, Helios still fought with all of his strength to protect Mamoru and Usagi.
In all of his interactions with the Sailor Senshi, Helios has a very formal and precise way of speaking. He does not speak out of turn, shows deference and submission to the future King, Queen, and Princess, and shows the Sailor Senshi the utmost respect when speaking to them in the professional manner that he does. Even with chibiusa, when they speak in private(we see more scenes of the two having casual conversations in the 90's anime), he speaks with the formality and politesse of a gentleman. But despite that politesse, he still takes everything chibiusa says seriously, and while sometimes he gives her advice, he rarely gave her any kind of solid answer about things. At most, he gave his own opinions so as to encourage chibiusa to come to her own conclusions about topics. Chibiusa has also caught Helios off guard on some occasions in the 90's anime, and made him blush out of embarrassment, but he never tried to evade or run away from conversations(unless of course the information was sensitive to his mission or for someone's protection, showing the care and thought he tends to put into his actions and words). Helios confronted all of the questions and issues put at his feet without flinching, both in the manga series, and in the 90's anime.

A beautiful dream appears to be outlined by the Sailor Moon series as hopes and aspirations that serve a noble, higher purpose that serves to better humanity and the world around them. He is also capable of hiding himself in beautiful dreams when weak, and borrow energy directly from the dreamer to sustain himself.

I feel Peromei would be the best fit for Helios. His very duty depends upon the ebb and flow of hope within the human race, and Elysion and Helios are affected by despair as much as they are hope.

Helios had arrived early to their meeting point--there were happy things to discuss. Wonderful things! Everything was supposed to be okay and fine, the Prince and Princess were celebrating a wedding..
He sat upright in his chair, one leg crossed over the other at the knee, and raised the teacup to quietly sip from. His brows knitted as he seemed to stare through the cup, through the ground--he was a million miles away, thoughts continuing to race. Her Majesty stated that she was from a point in the future(much like Chibiusa), and that everything would turn out fine, but the churning in his chest wrestled with that knowledge. He knew he could trust her, but the feeling was still so fresh in his heart that it was hard to just push aside.
Helios tried, though. With a soft sigh, he set the cup down on its plate, and set the dishes back down upon the table and slowly closed his eyes. He was trying so hard to push those thoughts away, and the encroaching thoughts of how..empty-but-not he felt while here on Empatheias. He could still feel Elysion and the Golden Crystal there in his heart. The power of its peoples' pure dreams reaching out to him and coursing through him like a warm brook. It was still there, everything was still okay, but it felt so strange to him to be so far from Earth and Elysion. It felt like a rubber band stretched thin.
The air started to go stale around him, and felt heavy. Sounds around him were vaguely muted as his thumb stroked the top of the teacup's handle.
Or maybe it felt more like a seldom-used muscle. Weak and straining with lack of use. It was hard to say for now.
He sighed again, but was cut short before he could pick up his cup and take another sip of hot tea.
"Ah-" He looked up at the Princess and Prince in front of him. The Princess was smiling far too knowingly at him, and he returned her smile with a calm one of his own; a quiet apology. He stood from his seat and bowed at the waist, folding one arm in front of him as he did so.
"Pardon me, Your Majesties. Good afternon, and congratulations once more on your engagement!" Relief washed over him to see Endymion here and alive. The tension in the air began to melt away, and conversations, chirping birds, yelling bugs, the clink of china and forks on plates all began to slowly filter in again.
